Sound or Music Editor???

Does anyone know of a good sound or music editor? I need to be able to take a song that I downloaded and change it up. I only want like 3 seconds of the song and save it as an mp3. I guess it would be like MS Paint. You can open a file, change it, and save it. Anyone?

I know someone that makes their own music and they use programs like FruityLoops 3.0 & 3.5, Reason 1.01, Rebirth 1.0, and soundforge 5.0.
